Letters to the New Mayors

A traveler who reaches Lv.7 in a run can write one letter to the next mayor or county magistrate of any city or county. The higher the level, the fancier the wax seal; travelers who pass that city's Voices of the City mailbox pick these letters up. Anyone who stops at a mailbox can leave a note.
